→The film( Doraemon in Nobita’s Little Space War) begins with a proposal for a fight on a distant planet where the president is ejected on a rocket. The film transfers to Earth, where Nobita is ejected after Jian and Tsuno destroy the set of the space film. Nobita goes to Doraemon and the two recruit Shizuka to make their film.

→During filming, Nobita finds what looks like a toy rocket. Later that night Nobita and Doraemon discover a small smart humanoid alien sinner in their room. Papi is able to speak with the children of Earth through the translation jelly (similar to his version of Doraemon) and explains that a dangerous enemy is searching for him. Nobita and friends assure him that he will be safe in his house and they play using Doraemon's small light to shrink themselves into the shape of a sinner.

→Meanwhile, the new set of tsunos are destroyed by a whale-shaped spacecraft and are attacked both and Xian as well. Tsuno believes that the attack was Nobita's revenge. They go to confront him, but Papi states that it was a warship sent by the PCIA to find him. He reveals that he is the president of his planet Pirika, which has been taken over by dictator Gilmore. The PCIA is the dictator's intelligence agency and is sent to capture Papi to ensure Gilmore's total victory.

→Nobita and friends promise to protect Papi, and they hide him in a secret base created by a gadget from Doraemon. The PCIA manages to infiltrate the battleship base and kidnap Shizuka, as well as steal the Small Light and prevent the children from returning to their normal size. PCIA chief Dorkuru left a message demanding Pappy in exchange for Shizuka's independence. Papi leaves himself alone to turn on while the children reopen Suno's model tank for flight and war. Turning to himself, Papi's pet dog Rokoroko arrives, but it is too late to save him. The dog and Shizuka return to the others and together plan to travel to Pirika using the same rocket that brings Papi to Earth.

→In Pirika, Nobita and friends arrive at a secret base located in the planet's ring. Army Chief Genbo explains that Papi is facing the death penalty at the PCIA main office. Most of the boys accompany Rokoroko to the planet, while Shizuka and Tsuno defend the base from the PCI space force. Nobita and friends reunite with a resistance group but are soon captured after being detected by Gilmore's cameras by PCIA soldiers. After going to the planet's surface in their tank, Shizuka and Tsuno are also shot down. While their tanks sink into the sea, Shizuka suddenly returns to her normal size.

→At the PCIA headquarters, Nobita and the group are about to be executed by the firing squad, but Dorkoru suddenly receives the news that the giant has been spotted on Earth. Realizing that Small Light's effect has ended, Nobita and friends return to their normal shape and reunite with Shizuka and Tsuno. Together with their Pirica allies, they fight PCIA forces. Dorkoruru attacks him in his battleship, but Jian single-handedly takes it down and causes it to crash into the sea. Meanwhile, Gilmore attempts to flee but Pirika is stopped by a rally of civilians, from which he surrenders.

→When the planet is safe, Nobita and his friends say goodbye to the sinner and return to Earth. On the way, they talk of going to Pirika again next week. The end credits show snippets of his subsequent visits.
